On December 18, Taizhou Honeycomb Aerospace Intelligent Equipment Co., Ltd. (hereinafter referred to as "Honeycomb Aerospace") hosted the New Product Roll-off Ceremony and Low-Altitude Economy Forum of Taizhou Bay New Area in Taizhou Bay New Area, Taizhou City, Zhejiang Province. At the event, the SU-51 VTOL fixed-wing automatic battery-swapping intelligent unmanned airport — the first of its kind in Zhejiang Province independently developed by Honeycomb Aerospace — made its official debut and rolled off the production line. Centered on the new product launch, the concurrent Low-Altitude Economy Forum of Taizhou Bay New Area was hosted by Li Wei, Chairman of Honeycomb Aerospace. It brought together representatives from the Municipal Transportation Bureau, Municipal Low-Altitude Economy Center, New Area Low-Altitude Economy Center, New Area Investment Promotion Bureau, Kaidou Group, Circular Economy Company, Qihang Fund, Zhanyi Fund, industry associations, leading enterprises and research institutions. The participants exchanged ideas and conducted discussions focusing on the development trends of the low-altitude economy, industrial implementation paths and typical application scenarios, jointly exploring practical approaches for the low-altitude economy to empower the high-quality development of the region.


In the opening session, Yang Chunhua, Member of the Party Working Committee of Taizhou Bay New Area and Director of the Low-Altitude Economy Construction and Development Center of Taizhou Bay New Area, gave a brief overview on the development foundation, industrial layout and the background of the forum regarding the low-altitude economy of Taizhou Bay New Area. He pointed out that the new area is taking application scenario-driven development and industrial coordination as the key approaches, accelerating the construction of a low-altitude economy development ecosystem, and promoting the agglomeration and implementation of relevant projects and innovation achievements in the new area.
In the keynote speech session, the guests delivered multi-dimensional interpretations focusing on policy security, industrial ecosystem and industry applications.

Cheng Bolin, Vice President of the Low-Altitude Economy Branch of the China Information Industry Association and Member of the Strategic Advisory Committee of Tianmu Mountain Laboratory, offered an in-depth analysis of the development stages and future trajectory of the low-altitude economy of China from the perspective of macro policies and industrial trends. He pointed out that the low-altitude economy is accelerating its shift from a "policy-driven" model to one characterized by "scenario-led development and systematic advancement", with the drone industry set to keep unlocking its application potential in areas such as urban governance, traffic inspection and emergency support.

He Minghan, former Deputy Director of the Civil Aviation Administration of China North China Regional Administration and Level I Bureau Rank Official, delivered a thematic speech entitled "Solidify the Foundation of Safety, Foster a Healthy Ecosystem, and Promote the Development of the Low-Altitude Economy in Light of Local Conditions". He emphasized that safety is the bottom line and prerequisite for the development of the low-altitude economy. It is essential to coordinate flight safety, operational standards and industrial innovation, and build a low-altitude operation and management system tailored to local characteristics, so as to lay a solid foundation for the healthy, orderly and sustainable development of the low-altitude economy.

Jin Bing, former Deputy Director of the Policy and Regulation Department of the State Post Bureau and Level I Bureau Rank Official, shared his insights themed From the Perspective of Postal Express and Logistics Industry: Development and Future of Low-Altitude Logistics based on industry practices. He pointed out that low-altitude logistics is one of the application scenarios with the greatest commercial potential in the low-altitude economy. As the policy environment becomes increasingly clear and technologies mature, low-altitude unmanned delivery will play an increasingly important role in last-mile logistics, emergency transportation and regional coordination.

Zhang Yuliang, Partner of Hainan Cloud Aviation Private Equity Fund Management Co., Ltd., systematically elaborated on the ideas of capital supporting the clustered development of the low-altitude economy industry, drawing on practical experience from local state-owned capital platforms from the perspective of industry and capital. He stated that Taizhou Bay New Area has a solid manufacturing foundation and sound industrial supporting conditions. It will continue to give play to the guiding role of state-owned capital, promote the implementation of low-altitude economy projects in the new area, and form a replicable and promotable industrial development model.

In the subsequent interactive session for enterprises and institutions, representatives from drone manufacturers, research institutions and industry associations conducted in-depth discussions centering on technological innovation, scenario-based applications, and investment and financing cooperation, further building consensus on the collaborative development of the industry.
The holding of this Low-Altitude Economy Forum has fully demonstrated the forward-looking layout and pragmatic advancement in the field of low-altitude economy. As policies, capital and industrial forces continue to converge, the low-altitude economy is accelerating its transition from a "blueprint" to a "real-scene realization", injecting fresh impetus into fostering new productive forces and propelling the high-quality development of the region.
